UAC reviewed and supported the Letter of Agreement between APSA and SFU regarding the interaction between AD 10.19, Discipline and Termination of Employment, and GP 44, Sexual Violence and Misconduct Prevention, Education and Support.
How the Committee Works
Membership in the Committee is confirmed by the Board on an annual basis (July 1 to June 30), this committee consists of APSA representatives appointed to JUAC (3), chair of the Advocacy Committee (or designate), two or more additional members appointed by the Board annually. Meetings are held bi-monthly at the call of the chair.
This committee is formed as a requirement of the basic agreement in section 9 to deal with non-monetary negotiation and language changes in the AD 10 Policies:
9. NEGOTIATION ON OTHER MATTERS
9.1 Joint University/Association Committee
A Joint University/Association Committee (J.U.A.C.) composed of persons authorized to represent the University and persons authorized to represent the Association shall meet at the request of either party to discuss and attempt to resolve such matters of mutual concern as may arise. These matters will include any changes to the policies listed in 8.2 and 8.3 below.
9.2 No Unilateral Change on Existing Administrative and Professional Policies
The University agrees that, during the term of this Agreement, it will not change the benefits contained in existing policies (Section AD 9) except by mutual consent of the parties. The University reserves the right to change the language and/or the administrative procedures relative to those policies so long as the monetary and non-monetary benefits conferred remain unaltered.
9.3 Consultation on New Policy Development
Development of new personnel policies affecting members of the Association Group and the development of other University policies on matters materially affecting members of the Association Group which do not fall under 8.2 above, shall be subject to consultation between the parties. If agreement is not reached, it shall remain the right of the University to determine policy.
- Purpose of the Committee
- To consider, study, and make recommendations to the Executive on changes to AD-10 policies;
- To identify areas of concern at the University that may affect members, and advise the Executive if action is recommended;
- To act as the support and oversight committee for the Joint University-Association Committee (JUAC).
- Membership of Committee
Membership in the Committee shall consist of:- APSA representatives appointed to JUAC (3)
- Chair of the Advocacy Committee (or designate)
- Two or more additional members appointed by the Board annually
- At least one member shall also be a concurrent member of the Board
- Meetings
Meetings will be held at the call of the Chair. The committee will meet at least bi-monthly. - Decisions
Decisions of the committee are generally made by consensus.
If consensus is not attainable, a decision will be made by a majority vote of the Committee members present, with the Chair only voting in the case of a tie.
- Reporting
A committee report will be provided to the Executive by the Chair within 2 weeks of any meeting held, and in any case at least once per quarter.
An annual report will be prepared for the Annual General Meeting of the Association each year. The report will be submitted to the Board who will then make it available to the members.
- Procedures
The Committee may set up ad hoc working-groups on any issue as it sees fit and appoints members to such working groups on its own behalf. Such groups will not have any decision-making authority but will report and make recommendations to the Committee for consideration.
