Arbitrations and Grievances APSA has filed a grievance based on article 9.2 of our Basic Agreement. This grievance is to dispute the University's inconsistent distribution of the professional development fund reimbursement payout for temporary members from our last round of bargaining. We hope to resolve this matter as soon as possible.
During bargaining years, APSA uses a financial researcher to report on the University's ability to pay. Here are some highlights from the researcher's report. The First Black Teacher on Vancouver Island — Emma Stark In 1858, Sir James Douglas, Governor of Vancouver Island, invited free black Americans to settle on the Island and neighbouring islands. Sylvia and Louis Stark, along with their children, were one of the families who chose to settle on Salt Spring Island.
